Electric dryers need two legs of 120 volts ac equaling 240 volts. An electric dryer may run with a partial voltage of 110 volts but it will not heat unless it has 208 240v 30 amps. It can also be the result of a clogged dryer vent hose. Dryer is turning the drum but there is no heat to dry the clothes.

Go to the exhaust vent outside and use your hand to verify that the air is very warm and exiting at a decent flow.
